The European Banking Authority (EBA) has released its updated final draft implementing technical standards (ITS) on resolution planning reporting, marking a major step towards greater harmonisation across the European Union’s financial system.
The revision aims to create a more efficient and less burdensome compliance process for institutions, particularly by eliminating duplicate data requests and reducing overall reporting costs. Proportionality has been placed at the heart of the new ITS, ensuring that obligations are appropriately scaled to the size and complexity of each institution.
The updated ITS seek to improve the usability and relevance of data collected by resolution authorities. These changes reflect ongoing advancements in crisis preparedness, resolution planning, and regulatory expectations.
Central to the revision is the effort to simplify and harmonise reporting across jurisdictions, notably by removing redundant data points and limiting information requests that offer minimal regulatory value. The EBA is promoting a more proportionate framework by streamlining data points to avoid unnecessary duplication, while tailoring obligations according to the characteristics of reporting entities.
The ITS introduce several measures to further this simplification agenda. One key initiative relieves institutions from parallel reporting obligations imposed by multiple authorities, which has often resulted in inefficiencies. Additionally, the ITS adopt a modular “core-plus-supplement” approach, easing the burden on smaller and less complex institutions by limiting their reporting scope. Data points that overlap with existing reporting under MREL/TLAC, CoRep, and FinRep will be removed where they have already been submitted through those channels.
As part of the broader regulatory evolution, these ITS will also repeal the European Commission’s Implementing Regulation (EU) 2018/1624.
Looking ahead, the EBA plans to release a technical package in Q4 2025. This will include the Data Point Model (DPM), validation rules, and taxonomy that institutions must use when submitting resolution planning reports to national resolution authorities.
