Singapore and Thailand move to close digital fraud gaps

The Monetary Authority of Singapore (MAS) has signed a Memorandum of Understanding with the Bank of Thailand (BOT) aimed at bolstering cybersecurity cooperation and protection against digital fraud.

The agreement formalises and broadens the work already underway between the two authorities, with the goal of reinforcing cyber resilience and tackling digital fraud across the financial sectors of both countries.

The pact was signed by MAS managing director Chia Der Jiun and BOT governor Vitai Ratanakorn while the latter was in Singapore for the 31st Executives’ Meeting of East Asia-Pacific (EMEAP) Central Banks Governors’ Meeting, held from 22 to 24 July 2026. The signing underscores how vital regulatory coordination has become as cyber threats and fraud schemes grow more sophisticated within an increasingly interconnected financial ecosystem.

Under the framework, the two regulators will cooperate across three areas. The first covers the sharing of information on cybersecurity and digital fraud, including regulatory updates, incident reports and threat intelligence relevant to the financial sector. The second focuses on competency-building through joint initiatives such as staff training, study visits and the exchange of research and policy insights. The third centres on operational preparedness, with the two bodies set to run joint cross-border cybersecurity and crisis management exercises.

MAS serves as Singapore’s central bank and integrated financial regulator, while BOT is Thailand’s central bank. Note: the press release does not provide further detail describing either organisation beyond their regulatory roles.

MAS managing director Chia Der Jiun said, “Cyber risks and digital fraud are key transnational threats confronting our region and calls for closer collaboration to combat these risks. This MoU will facilitate such enhanced partnership and collaboration between MAS and BOT, reflecting our shared commitment to safeguarding trust and resilience in our financial systems.”

BOT governor Vitai Ratanakorn said, “As cyber threats and digital fraud continue to evolve rapidly amidst growing financial connectivity and technological advancement, closer collaboration between MAS and BOT will help deepen mutual capabilities and achieve seamless cross-border intelligence exchange to counter emerging threats. This MOU reflects our shared intention to build a safe and resilient financial ecosystem, and marks an important step towards sustained and impactful interoperation between the two organisations.”
