How CARF is reshaping digital asset reporting

For much of its history, the digital asset market has operated on the assumption that while blockchain transactions are publicly visible, they are not inherently linked to an individual’s identity. As global reporting frameworks evolve, that distinction is becoming increasingly blurred.

According to a recent analysis from TAINA Technology, the OECD’s Crypto-Asset Reporting Framework (CARF), alongside complementary regulations such as the EU’s DAC8, is bringing digital assets into the global tax reporting ecosystem. Rather than introducing another reporting obligation, CARF represents a fundamental shift in how crypto activity is identified, monitored and exchanged between tax authorities. The framework signals a move towards treating digital assets more like traditional financial products for tax transparency purposes.

Unlike earlier tax reporting regimes such as FATCA and the Common Reporting Standard (CRS), which centred on financial accounts, CARF extends reporting to transaction-level activity. Crypto-to-crypto trades, crypto-to-fiat conversions, wallet transfers and qualifying payment transactions all fall within scope, significantly expanding regulatory visibility across the digital asset ecosystem.

Identity sits at the centre of the framework. Crypto-asset service providers are required to collect and maintain verified customer information, including legal identities, tax residency details, tax identification numbers and, where applicable, controlling person information. Rather than treating identity verification as a one-time onboarding exercise, CARF creates an ongoing obligation to maintain an auditable connection between customers and their on-chain activity.

For many firms, however, the greatest challenge lies well before reporting begins. While much industry attention has focused on reporting schemas, XML formats and implementation deadlines, successful compliance ultimately depends on the quality of underlying customer and transaction data. Weak onboarding controls, incomplete customer records, fragmented systems and inconsistent validation processes remain common across the industry, and CARF significantly increases the regulatory consequences of those shortcomings.

CARF’s global design also raises the complexity of cross-border compliance. Information reported in one participating jurisdiction can be automatically exchanged with tax authorities in another, meaning a single customer relationship may trigger reporting obligations across multiple countries. This places greater emphasis on accurate tax residency determination, robust data governance and fully auditable reporting processes.

Although self-custodied wallets and certain peer-to-peer transactions remain outside many reporting obligations, the direction of travel is becoming increasingly clear. Within the regulated digital asset ecosystem, identity is becoming intrinsically linked to transaction activity, while international information sharing continues to reduce the scope for pseudonymous participation.

As TAINA Technology concludes in its analysis, CARF represents far more than a new reporting standard. It signals a broader shift towards continuous identity governance, higher-quality data management and globally coordinated tax transparency. Organisations that treat CARF purely as a reporting exercise risk remaining reactive as regulatory expectations continue to evolve. Those that strengthen their governance frameworks, customer data controls and operational infrastructure today are likely to be better positioned as digital asset regulation becomes increasingly integrated into the global financial system.
