allpay and Vouchsafe launch DOSH to fight financial exclusion

allpay, a provider of secure payment services for the public sector, has partnered with Vouchsafe to launch DOSH, a new prepaid Mastercard account aimed at tackling financial exclusion in the UK.

The partnership was formed to provide primary KYC (Know Your Customer) verification for DOSH, a product designed to help people who are frequently locked out of traditional financial systems — including those without a fixed address, government-issued photo ID, or access to credit.

allpay draws on decades of experience delivering secure payment solutions to the public sector. Its new DOSH product has been developed in direct response to the reality of financial exclusion, offering an accessible and practical financial service backed by that expertise. The product includes strong privacy and security protections, such as biometric login options, passcode protection, card-freezing capabilities, and full encryption.

Vouchsafe provides identity verification technology that takes a more flexible and inclusive approach to confirming someone’s identity. Rather than relying solely on difficult-to-obtain documents such as passports or driving licences, Vouchsafe enables individuals to be vouched for by someone they trust — removing a key barrier that prevents many people from opening accounts and offering a secure route into financial services without credit checks or extensive paperwork.

Financial exclusion remains a significant issue in the UK, with nearly one million people estimated to be unbanked, meaning they lack access to even a basic bank account. Without one, everyday tasks such as receiving wages, paying bills, or managing money become considerably more difficult, leaving many financially vulnerable. DOSH has been developed as a direct response to this challenge.

The service has also been built with a real, human support team available to assist users where needed, ensuring that high compliance standards are maintained whilst keeping the service accessible to those who might otherwise be left behind.
