FinregE moves compliance from tick-box to intelligence

FinregE has released an Expert Guide arguing that firms which delay action until rules become legally binding are no longer being cautious but are exposing themselves to systemic risk.

The publication, Regulatory Horizon Scanning: Proactive Compliance in 2026, sets out a strategic framework intended to remove the “implementation lag” that forces companies into expensive last-minute remediation and can leave them trailing competitors.

According to the RegTech firm, regulation covering AI, climate finance and digital assets is now changing more quickly than corporate policy can keep pace with, making information asymmetry a central cause of operational fragility. Businesses that only respond once legislation is enacted face what FinregE terms a “compliance crunch”, where implementation becomes rushed and costly and there is little room to adjust products or strategy to the new market environment.

At the heart of the guide is a Seven-Step Horizon Scanning Process, designed to replace a “tick-box” approach to compliance. The methodology helps organisations pick up “weak signals”, including draft legislation, committee debates and policy white papers, and turn them into structured business intelligence. Spotting these indicators early allows firms to rework products and assign budgets long before any mandate takes effect, with the process forming a pipeline that carries a regulatory signal from initial detection through to final implementation.

The guide also confronts what FinregE calls the “AI Paradox”: regulatory data volumes have grown beyond human capacity to monitor, yet the consequences of a machine misreading the law are too severe to accept. Its answer is a “human-in-the-loop” model in which AI performs scanning and summarisation while subject-matter experts keep full authority over legal interpretation and risk assessment.

On the financial case, case studies featuring global systemic banks show that proactive scanning can cut implementation timelines from months to weeks, reducing the “emergency premiums” paid to consultants and helping firms sidestep enforcement penalties. FinregE positions horizon scanning not as a standalone capability but as one component of a broader Regulatory Operating System.
