CUBE and IBM strengthen AI regulatory monitoring

CUBE, a London-based regulatory intelligence provider, and IBM have partnered to help organisations monitor regulatory changes affecting the use of artificial intelligence (AI).

The collaboration brings CUBE’s regulatory intelligence into IBM watsonx.governance through a new Regulatory Horizon Scanning capability. The feature continuously monitors AI-related developments across jurisdictions, drawing updates from regulators, legislators, standards bodies and industry associations and surfacing them within the watsonx.governance platform.

The capability is designed to give governance, risk and compliance (GRC) teams a more centralised view of regulatory change. Users can identify relevant developments, assess their potential impact on AI systems and maintain an auditable record of how each change has been reviewed and addressed.

The partnership comes as organisations face a growing number of rules and frameworks governing AI. Legislation such as the EU AI Act, alongside frameworks including the NIST AI Risk Management Framework, is adding new requirements for businesses while regulatory approaches continue to develop across jurisdictions.

For compliance teams, the challenge is not only identifying new requirements but understanding where they apply and what action may be needed. By bringing CUBE’s regulatory intelligence into existing governance workflows, the companies aim to help organisations connect regulatory developments with their specific compliance and governance activities.

CUBE works with organisations across regulated industries in Europe, the US, Canada, Asia and Australia. The company said it processes more than 10 million regulatory datapoints annually and has more than 250 regulatory and legal experts across its global operations.

Its product portfolio includes RegPlatform, an agentic AI-powered compliance and risk platform; Oden, which provides regulatory intelligence and notice generation for US insurance compliance; Intel, which combines AI with regulatory and expert insight; and PoweredBy, which allows partners to embed CUBE’s regulatory content, data and technology into their own platforms.

The IBM collaboration follows partnerships with Microsoft and ServiceNow earlier this year, as CUBE looks to make its regulatory intelligence available through the technology platforms already used by compliance and risk teams.

CUBE has also expanded its capabilities through a series of acquisitions since its strategic partnership with Hg in March 2024. These include Reg-Room, the Thomson Reuters Regulatory Intelligence and Oden businesses, operational risk provider Acin, Berlin-based Kodex AI and Silicon Valley-based 4CRisk.

IBM provides hybrid cloud, AI and consulting services to organisations across more than 175 countries, including businesses operating in highly regulated sectors such as financial services, healthcare and telecommunications.
