US AI platform Sayari has partnered with DataExpert to provide sovereign AI technology to government, law enforcement, defence and financial intelligence agencies across eight European countries.
The partnership will initially cover Belgium, the Netherlands, Luxembourg, Denmark, Finland, Iceland, Norway and Sweden, with DataExpert responsible for implementation, training and ongoing in-country support.
The tie-up comes as European authorities increase efforts to tackle cross-border financial crime, sanctions evasion and other economic security threats. Regulators and enforcement agencies are increasingly looking for technology that can connect fragmented corporate, ownership and trade data to identify risks and investigate illicit networks.
Sayari’s sovereign AI platform is designed to operate within an agency’s own environment, including private and classified cloud infrastructure. The company said its models are trained on 12 years of analyst tradecraft rather than customer data, while each output includes its source and grading to allow investigators to review and verify the information.
The platform is powered by Sayari’s Commercial World Model, which combines more than 12 billion primary-source records from more than 250 jurisdictions to create a connected view of global commerce.
The partnership will enable agencies to use the technology across a range of financial crime and economic security use cases.
These include tracing illicit financial networks across borders, uncovering sanctions evasion hidden through complex ownership structures, enforcing export controls on dual-use goods and identifying third-country diversion. Agencies can also use the platform for beneficial ownership investigations, defence supply chain risk assessments, investment screening and investigations into critical-mineral dependencies.
DataExpert will complement Sayari’s technology with expertise in open-source intelligence, digital forensics, data analytics and cybersecurity. Its support will include embedded consultants and analysts, implementation services and training through its dedicated academy.
The company also brings established relationships across Europe’s investigative and open-source intelligence community, giving public-sector agencies access to local expertise as they deploy the technology.
DataExpert managing director Benelux Gino Flem said, “European agencies are being asked to confront cross-border financial crime, sanctions evasion, and dual-use proliferation at a pace their current tooling was never designed for.”
“Combining Sayari’s primary-source intelligence with our investigative expertise and in-country support means agencies get capability they can deploy, defend, and build on immediately,” Flem added.
Sayari CEO Farley Mesko said European governments are moving more quickly to adopt sovereign AI as economic security becomes a greater policy priority.
“They will only adopt AI they can control, audit, and defend in court. That’s the standard we built for,” Mesko said.
The partnership highlights the growing focus on sovereign AI across the public sector, particularly where agencies need to use advanced analytics while maintaining control over sensitive data, infrastructure and investigative processes.
