Napier AI has outlined how financial institutions can confidently adopt artificial intelligence in anti-money laundering (AML) operations whilst remaining compliant under Financial Conduct Authority (FCA) supervision — provided they keep explainability and auditability at the core of every deployment.
The FCA’s position is unambiguous: innovation is encouraged, but not at the expense of effective AML controls. As Payment Systems Regulator (PSR) director David Geale put it, “We’re not lowering our standards. We’re applying them in a way that allows us to step back when markets deliver safely, and step in when they don’t…..This is a shared challenge. One we should all meet with confidence.”
The regulator’s outcomes-based approach means firms are judged on results, not the technology used to produce them, a distinction that should give compliance teams the confidence to explore agentic AI and automated decisioning.
According to Napier AI, a compliance-first mindset must underpin any AI rollout. This means embedding clear audit trails from day one, so every decision can be traced back to its underlying data. The firm identifies four core AI use cases for AML: insights, advisory, investigatory, and explanatory functions, with each carrying distinct requirements for validation and explainability.
Testing is where many firms fall short. Napier AI highlights three error types relevant to AML. Types 1 and 2, false positives and false negatives, are broadly understood. However, Type 3 errors, where the underlying reasoning is flawed even if the result appears correct, receive insufficient attention. A model may detect suspicious behaviour for entirely the wrong reasons, passing in a testing environment before causing compounding problems in production.
Large language models (LLMs) introduce their own risks: errors of omission, errors of detail, and outright hallucinations. Napier AI recommends Retrieval Augmented Generation (RAG) as a technique to anchor LLM outputs to verified source data, ensuring every factual claim can be traced and confirmed.
Human oversight remains non-negotiable, particularly for high-risk decisions. Whilst low-risk, routine alerts may be suitable for full automation, any entity or transaction classified as elevated risk requires a human-in-the-loop to review the AI’s reasoning and take responsibility for the outcome. This aligns with both FCA expectations and the EU AI Act, which may still apply to UK firms serving EU customers.
Napier AI also highlights RegTech sandboxes, such as the FCA Supercharged Sandbox, in which the firm recently participated through Project Theseus, as valuable environments for validating novel AI approaches before live deployment.
The message from Napier AI is clear: firms that invest now in compliant, explainable, and well-validated AI will be best positioned to outpace financial crime and satisfy regulators alike.
