European RegTech deal activity declined 7% QoQ
European RegTech companies recorded 42 deals in Q2 2026, up 2% from 41 transactions in Q2 2025 but down 7% from 45 in Q1 2026.
Funding fell to $129.1m, a 51% decline from $265.4m in Q2 2025 and a 58% drop from $311.1m in Q1 2026.
Deal volume held broadly steady across both comparisons, but the sharp contraction in funding points to a significant fall in average deal size.
Average deal size dropped to $3.1m in Q2 2026, compared with $6.5m in Q2 2025 and $6.9m in Q1 2026, reflecting a quarter dominated by smaller transactions.
UK companies secured 29% of European RegTech deals to dominate the region in Q2
The UK retained its position as the most active European RegTech market in Q2 2026, with companies in the country recording 12 deals and a 29% share of total activity.
This compares with 14 deals and a 34% share in Q2 2025, a 14% decline in volume and a narrowing of its proportional standing.
France held joint second place in Q2 2026 with five deals and a 12% share, up from four deals and a 10% share in Q2 2025, a modest rise in volume that also edged its share slightly higher.
Spain entered the ranking in Q2 2026 with four deals and a 10% share, having not featured in the top three in Q2 2025.
Germany retained a presence in the ranking in both periods, recording four deals and a 10% share in Q2 2025 and four deals and a 10% share in Q2 2026, with volume and share unchanged.
Netherlands, which had held a position in Q2 2025 with three deals and a 7% share, dropped out of the ranking entirely, displaced by Spain’s arrival.
The composition of the top tier remains broadly stable, with the UK’s reduced share the most notable shift, as deal flow spread more evenly across the other markets in the ranking.
Harmoney, a modular compliance and risk orchestration platform serving financial institutions across the full client and third-party lifecycle, raised $11.6m in a funding round, marking it as one of the biggest European RegTech deals of the quarter
The round was led solely by Smile Sail, an evergreen private equity fund specialising in European software and AI businesses.
Harmoney’s platform connects customers, counterparties, compliance teams, third-party data providers and core systems in a single environment, supporting processes spanning KYC, AML, MiFID, PEP, UBO, DORA, ESG and third-party risk management.
It is currently deployed at more than 70 financial institutions across seven countries, with clients including Belfius, Baloise and Ayvens.
The investment arrives at a defining moment for European compliance infrastructure, with the EU’s Anti-Money Laundering Regulation due to take effect in July 2027, the European Anti-Money Laundering Authority having become operational in July 2025, and the Digital Operational Resilience Act already enforceable since January 2025.
Together, these developments are accelerating a structural shift away from periodic, siloed compliance checks towards continuous, orchestrated counterparty risk management across the full client lifecycle, precisely the transition Harmoney is built to serve.
The fresh capital will be directed towards deeper client support, international go-to-market expansion and accelerated AI-driven product development within the counterparty risk management space.
